My wife has some Japanese skin care product somewhere--it's got an English translation that talks about working on horny skin. My guess: horny-->full of horns-->full of bumps.
I should point out that "with one or more calluses" is the base meaning of "callous"; "mean and thoughtless" is a metaphorical extension thereof, which has kind of taken over.
